Behaviour and Conduct Policy
The Cebu Furry Society is dedicated to creating an environment that is safe, welcoming, and enjoyable for all participants. Every attendee plays a role in maintaining this atmosphere. Please be mindful of how your actions may affect others â fellow attendees, venue staff, or members of the public â and how they reflect on our community.
Attendance at any Cebu Furry Society event requires that participants conduct themselves in line with these guidelines. The organizers reserve the right to determine whether any behavior constitutes a breach of these Conditions of Entry, and to act accordingly.
Examples of Unacceptable Behaviour
This is not an exhaustive list, but the following conduct will be considered violations of our entry conditions:
- Any form of nonâconsensual physical contact, whether sexual or otherwise.
- Excessive or inappropriate public displays of affection, such as heavy kissing, groping, or similar.
- Nudity or indecent exposure in event or venue spaces.
- Sexual activity in public or inappropriate areas.
- Sleeping, loitering, or trespassing in event spaces or venue common areas (e.g., lobbies, restaurants).
- Throwing objects or causing items to fall from balconies or elevated areas.
- Deliberate damage to event property, venue facilities, or personal belongings of others.
- Aggressive, violent, disruptive, or threatening behavior.
- Actions intended to cause offence, distress, or hostility toward other persons.
If organizers become aware of alleged illegal activity during the event, venue staff and law enforcement will be notified immediately.
Bullying and Harassment
Bullying or harassment of any kind will not be tolerated. This includes:
- Aggressive, violent, or disruptive conduct.
- Verbal, physical, or sexual assault.
- Unwelcome sexual advances or abusive behavior.
- Any other actions that reasonably cause another person to feel unsafe or harassed.
Important reminders:
- Costume is not consent.
- âNoâ means no.
- âStopâ means stop.
- âGo awayâ means go away.
Harassment does not require intent. If someone reasonably feels harassed, the behavior must stop immediately. All attendees have the right to enjoy the event free from intimidation or mistreatment. Continued bullying or harassment will be treated as a serious breach of our Conditions of Entry.
If you feel you are being bullied or harassed, please report it to Cebu Furry Society staff right away. Incidents will be referred to security or authorities as appropriate. Knowingly making false or misleading allegations is itself a form of harassment and will be treated as misconduct.
Venue and Hotel Property
Respect for our venues is essential. Any act of vandalism, deliberate damage, or interference with hotel or convention staff and guests will be treated as a serious breach of our Conditions of Entry.
- Do not attach posters, signs, or decorations directly to hotel walls, ceilings, elevators, or convention spaces. This includes door signs, which may be removed by hotel staff to prevent damage.
- A safe alternative is to create a door hanger (similar to a âDo Not Disturbâ sign) that can be placed without causing harm.
- The individual whose name is on the hotel booking is fully responsible for the condition of the room and the behavior of all occupants or visitors. Excessive mess, damage, or hazards to housekeeping staff may result in disciplinary action.
- During peak traffic times (such as before or after group activities like fursuit walks), elevator access may be moderated by staff. Please follow queuing systems and instructions. Priority will be given to:
- Guests with medical needs or distress
- Members of the public
- Attendees with mobility impairments
- Fursuiters (with one handler)
- General attendees
Convention Badges
Your badge is your official pass to Cebu Furry Society events and activities. It identifies you as a registered participant and must be shown when entering event spaces.
- Keep your badge visible at all times, especially if you are in costume, to avoid delays.
- Lost badges should be reported immediately to staff, who will verify your registration and issue a replacement if possible.
- Badges are issued in the name of the registered attendee and are nonâtransferable. Using another personâs badge, sharing badges, or attempting fraudulent entry will result in removal from the venue and cancellation of registration.
Dress Standards
We expect attendees to use common sense and dress appropriately in public areas.
- At minimum, attendees must wear a shirt, shorts/pants, and footwear in hotel lobbies, restaurants, and convention spaces. Swimwear is acceptable only in designated pool or spa areas.
- Overly revealing or fetishârelated clothing is not permitted in convention spaces. Pup hoods, petplay masks, collars, harnesses, and similar accessories are allowed only when worn with appropriate clothing or as part of a costume.
- Leashes may not be used to lead or restrain another attendee under any circumstances, as this poses a safety hazard.
- Attendees may not appear in underwear alone or excessively revealing attire in convention areas. Violations will result in removal and possible revocation of attendance.
- Fursuits and costumes are welcome, provided they are not sexualized or unsafe.
- Fursuits are not permitted in pools or hotel restaurants due to safety concerns.Â
- Swimwear is acceptable only in designated pool or spa areas. Attendees must wear appropriate swimming attire such as:
- One-piece or two-piece swimsuits
- Swim trunks or board shorts
- Rash guards or swim shirts
- Flip-flops or water shoes
- Examples of inappropriate swimwear include:
- Underwear or lingerie worn as swimwear

- Â
Personal Disagreements and Allegations
The Cebu Furry Society is not responsible for resolving personal disputes between attendees, nor for monitoring conduct outside of official event spaces unless it directly breaches our Conditions of Entry.
We are not a law enforcement body or a court of judgment. Accordingly, it is generally inappropriate for us to take disciplinary action (such as revoking registration) in response to allegations or conflicts that do not involve a violation of event rules. Personal disagreements should be addressed through proper channels outside the event.
Hate Speech and Symbolism
Any speech, imagery, or symbolism that promotes discrimination, harassment, or violence based on race, ethnicity, gender identity, sexual orientation, age, religion, or nationality is strictly prohibited.
Attendees are expected to uphold a respectful environment. Violations will be treated as serious misconduct and may result in removal from the event.
Weapons and Dangerous Goods
For the safety of all participants, the Cebu Furry Society enforces a strict ban on weapons and dangerous items.
- Prohibited items: Firearms, bladed weapons, replicas, props that could reasonably be mistaken for real weapons, or any hazardous materials.
- Costume props: If you wish to use a prop that might otherwise fall under this restriction, you must seek written approval from the organizers prior to the event. Approved items may only be used as specified and must never be carried or displayed in a threatening manner. Approval may be revoked at any time.
- Other restricted items: Water guns, foam blasters, silly string, or similar items that could cause property damage are not permitted in hotel or convention spaces.
- Bag checks: Organizers reserve the right to inspect bags or belongings to ensure compliance with this policy.
Drones
We recognize that drones can provide unique opportunities for photography and video, but they also pose safety and privacy risks in crowded environments. To ensure safety and compliance with Philippine law, all drone use at Cebu Furry Society events must follow CAAP RPAS regulations and the conditions below:
General Requirements
- Altitude limit: You must not fly your drone higher than 122 metres (400 feet) above ground level.
- Distance from people: Keep your drone at least 30 metres away from other individuals not directly involved in the operation.
- One drone at a time: Operators may only control one drone at a time.
- Visual lineâofâsight: You must keep your drone within direct visual lineâofâsight at all times (not just through a screen or goggles).
- No flights over crowds: Do not fly over or above people, gatherings, or populated areas such as parks, beaches, or event spaces.
- Respect privacy: Do not record or photograph individuals without their consent. Unauthorized recording may breach privacy laws.
- Airport restrictions: If your drone weighs more than 250 grams, you must fly at least 5 kilometres away from controlled airports or airfields. Always check CAAPâs published noâfly zones.
- Hazard prevention: Drones must not be operated in a way that creates a hazard to aircraft, people, or property.
- Daytime only: Flights are permitted only during daylight hours and in clear weather. Flying through clouds, fog, or poor visibility is prohibited.
- Emergency operations: Do not fly near areas where emergency services are active (fires, police operations, accidents, search and rescue).
- Helicopter sites: If near a helipad or small aerodrome without a control tower, you may fly within 5 km, but must immediately land if manned aircraft are nearby.
Event Restrictions
- Indoor ban: Drones are not permitted inside hotel or convention spaces without written approval from both the venue and Cebu Furry Society organizers.
- Safety priority: Any drone use must prioritize attendee safety and avoid disruption to event activities.
- Inspection rights: Organizers reserve the right to inspect equipment and revoke permission to operate drones at any time.
Alcohol and Substances
The Cebu Furry Society promotes responsible and safe enjoyment of alcohol. Anyone who becomes unreasonably or dangerously intoxicated may be asked to leave event spaces until they are in a fit condition to return.
- Licensed areas: Hotel and convention spaces are licensed venues. Bringing your own alcohol (âBYOâ) into these areas is not permitted.
- Illegal substances: The possession, use, or sale of controlled or illicit drugs is strictly prohibited. Such conduct is illegal under Philippine law and constitutes a serious breach of our Conditions of Entry. Violations will be reported to venue security and the authorities.
Smoking and Vaping
Please be considerate of others when smoking.
- Smoking, including the use of electronic cigarettes or vapes, is prohibited in all hotel rooms, convention areas, and other indoor spaces unless clearly designated as smoking areas.
- Philippine law prohibits smoking within 10 metres of entrances and exits of public buildings, including hotels, restaurants, and convention centres. This ban applies to all smoking products, including vapes.
- Attendees must comply with posted signage and venue rules regarding smoking zones.

Supporting the Cebu Furry Society through sponsorship helps us grow and provide more for our community.
- Sponsors receive recognition and small perks such as mentions in event materials, commemorative merchandise, or other extras.
- Super Sponsors enjoy additional privileges, which may include reserved seating at major stage events and access to exclusive sponsorâonly gatherings.
- Sponsorship is voluntary and treated as a donation to support the event.
Media and Journalists
To protect the privacy and comfort of attendees, all members of the press must be clearly identified.
- Journalists, photographers, and other media representatives must display an official Cebu Furry Society Media Badge or be accompanied by an authorized staff member while in event spaces.
- Media representatives without a badge or escort are not permitted to conduct interviews, take photographs, or record audio/video inside convention areas.
- Attendees are encouraged to report unbadged or unescorted media representatives to staff immediately.
- For your safety and privacy, we recommend avoiding interaction with unverified members of the press.

- Photographers are expected to use courtesy and ask permission before taking closeâup shots of individuals. Respect the wishes of anyone who does not want to be photographed.
- Photography and filming are common at conventions. If you do not wish to appear in a shot, please step aside when recording is underway.
Branding and Intellectual Property
The name âCebu Furry Societyâ, its logos, and associated marks are the exclusive property of the Cebu Furry Society. These may not be used in any way that misrepresents, disparages, or dilutes the identity of the organization.
- Any use of our branding by attendees, third parties, or media organizations must respect the integrity of the mark.

- Compliance with such requests is a condition of participation in our events.
Animals & Pet Policy
To ensure safety, accessibility, and compliance with Philippine law:
- Pets: Companion animals and pets are not permitted in convention spaces.
- Service Animals:
- Under the Magna Carta for Disabled Persons (Republic Act No. 7277, as amended) and the Accessibility Law (Batas Pambansa Blg. 344), persons with disabilities (PWDs) have the right to be accompanied by service animals trained to assist with specific tasks (e.g., guiding visually impaired persons, alerting hearingâimpaired persons, mobility support).
- Service animals are permitted in all event areas accessible to attendees, provided they are under appropriate control at all times.
- Attendees may be asked to present a valid PWD ID or documentation confirming the service animalâs role.
- Emotional Support & Therapy Animals: Emotional support animals and therapy animals are not legally recognized as service animals under Philippine law and therefore are not permitted in convention spaces.
